The best f2p games don't make the free players feel too bad about it. Maybe they don't have access to a certain class for example.
But being forced to use poorer graphics, I don't thing that would work.
Personally, that is one of the most major disappointments of certain F2P games for me. That is almost as bad as locked zones or quests. Depending on the graphics reduction, I would prefer that.
