When? I think around 06-07 ish. It's not exactly a new ability and it used to only last for 5 min and around 3-4 years they changed it so it lasts for 2 hours.
It was introduced because of the update on how ranged attacks works to nerf rangers apparent over power. Making it to where you had to be back away from the mob to be the "sweet spot" in order to do max ranged damage. Also recently they updated ranger to where you no longer get the message "You must wait longer to perform yada yada..." and now you can fire off bullets, bolts, and arrows extremely fast. That of course was to help with the fact that ranger has fallen behind in damage considerably do the fact tha haste does not affect ranged attacks but helps melee speed a ton.
I just typed "velocity shot version update" in the search and boom there it was. I would guess that would work for other things you're looking for too.
