What we've been trying to say is that if you really complete the zone, you will not be under-leveled. It's just not possible, if you are exploring, doing all the DEs and hearts, doing personal story, and doing skill challenges. In fact, if you do all those things once (don't repeat anything) you will likely be 10+ levels higher than you need to be for the next zone. There's really that much content. Because your level scales to the area you're in, they can pack content into zones...you never outlevel anything.
