A dedicated player can do it in 3-4 days. It's probably best to tag along with some fleet grinders to the mid 20's, then hopefully you can find someone to run some missions with you. At 35 you can do a huge chain in San Marcos, and after that it kind of sucks until 45, when Jaqueme will vault you to 50 real quickly.
